Chairman Sauget called the meeting to order at 8:33AM.  Hearing no public comment, Matt Jones took the roll call, checked the Zoom login and stated that a quorum had been established.  Next, Chairman Sauget welcomed Dr. Brian Mentzer, Superintendent of Belleville Township High School District 201.  Dr. Mentzer gave a presentation about 201’s upcoming Center For Academic and Vocational Excellence (“CAVE”), which will be located at King’s Point and is scheduled to open Fall 2022.  Next, Matt began the Committee Reports by presenting the Systems Development & Oversight Committee report.  The committee last met on September 28th via Zoom and the minutes are in the packet.  There were many items discussed, most notably the public “soft” reopening of the Belleville One-Stop on September 2nd.  Next, reporting for Paul Ellis, Matt presented the Marketing & Economic Development Committee Report, noting that the committee met via Zoom on September 29th and the minutes are in the packet.  Matt reported that the committee discussed a variety of issues, but most of the meeting time was spent talking about the marketing/outreach plan as well as the possibility of an SIUE intern (working with SIUE and the possible use of Service Integration Grant funds) and a future WIOA Zoom presentation to many of the area’s local economic development contacts. Next, Larry McLean presented the Youth Council report from the Zoom meeting on September 30th.   Larry reported that the minutes are in the packet and that most of the discussion was about bringing more of the youth services in-house.  From this discussion, The Youth Council recommends the use of the upcoming RFP for in-school and out of school youth services to start the process of moving additional services in-house (voting item on the Consent Agenda). Chairman Sauget gave an overview of the October 7th Executive Committee meeting, including discussion regarding upcoming regional workforce events, the various committee reports, performance measures and the consent agenda items. The next agenda item was the WIOA partner updates and Lee Reese & Cindy Layman with The Workforce Development Group reported on two regional workforce events co-sponsored with Madison County as well as upcoming Trade training.  Cindy also welcomed Bonnie Forker, who started August 16th as the new Business Services Representative.  With no updates from IDES or SWIC, Susan Chapman gave a brief update for DRS and reported that Ashley Holmes will be the new supervisor for this region and will participate in the next MAWIB meeting.  In closing the partner updates, Cristina Fernandez stated that DHS is fully open but still working on a very limited in-person basis.

Matt presented the Operations Report, stating that many of the measures are in fail status but that the numbers are actually very favorable for the first quarter of the program year.  By the end of the program year, it is expected that all measures will be met or exceeded.   Matt also presented the Quarterly Services Report before turning it over to Linda VanderPluym for an overview of the financial reports. With no questions for Linda, Matt reported that MOU response letter from DCEO just arrived and that there are just a few very minor revisions needed.  The revisions will be completed soon, submitted to the state and formally approved at the next MAWIB meeting. Citing that the one-stop update had already been covered in previous reports, Matt noted that a replacement for Lisa Atkins with SWIC Adult Education has not yet been named.  Matt concluded the Operations Report by referencing the numerous success stories, WIOA newspaper articles, activities, etc. in the meeting packet. 

Next, Chairman Sauget presented the following four Consent Agenda items for approval:

After a brief introduction of each item and with no questions or comments on the Consent Agenda, Tony White made a motion to approve, it was seconded by Ken Keeney and the items were unanimously approved.

Rick Stubblefield, Executive Director of St. Clair County Intergovernmental Grants Department, gave an update on the new Boeing expansion at Mid America Airport, which will bring in 300-500 jobs averaging $90k/year in salary.  Rick also added that there will be another big announcement soon involving 200 new jobs and Chairman Sauget commented that Amazon is moving into a 200K square foot facility in Sauget.  After mentioning that the next board meeting is in February 2022 and with no additional reports or comments from visitors, Chairman Sauget asked for a motion to adjourn.  The motion was made by Ken Keeney, seconded by Larry McLean and the meeting was adjourned at 9:17AM.
